Emmanuelle Wargon

French General Director for Employment and Vocational Training (Ministry of Employment)

BACKGROUND / Academic and professional background

A graduate of business school HEC in 1992 and IEP of Paris in 1995 and National School of Administration in 1997, I began my career at the French Court of Auditors. In 2001, I was technical adviser in the cabinet of Bernard Kouchner, Minister of Health, before attending in 2002 the AFSSAPS (French Agency for the Safety of Health Products) as Deputy Director. After a 2006 transition to 2007 at the AP-HP (Public Assistance – Paris Hospitals), I became the Chief of Staff of Martin Hirsch, High Commissioner for Active Solidarity against Poverty and High Commissioner for Youth, from 2007 to 2010. I held the position of Secretary General of the Ministries of Social Affairs until October 2012, when I was appointed General Director for employment and vocational training.

ACHIEVEMENT/ What is your project, initiative, start-up, company all about?

The DGEFP is a public administration of the French Ministry of Employment. The DGEFP supports the development of employment and promotes professional quality paths throughout life.
We focus our work on three priorities, widely shared by other stakeholders (companies, public employment services, social partners, local authorities):
– securing career paths, supporting entry in the labour market for public facing difficulties
– acting in favor of a competitive job-creating
– organizing at the local level policies for employment and vocational training.

The DGEFP is the driving force of the French government in the design and implementation of employment policy measures. It builds various access and return to employment programs, and supports companies facing economic change and restructuring. It also regulates vocational training.
