Jean-Michel Severino

Chief Executive Officer, Investisseurs & Partenaires

Prior to assuming the CEO role at Investisseur & Partenaires, Mr. Severino served from April 2010 to May 2011 as general inspector of finance for the French Ministry of Economy and Finance, and as chairman of the French Partnership for Water. From 2001 to April 2010, he was chief executive officer of the Agence Française de Développement (French Development Agency).

Mr. Severino’s previous positions also include roles at the World Bank, first as director for Central Europe, then as vice president of Asia; and at the French Ministry of Cooperation and Development as director and head of operations. He sat on the European Investment Bank’s board until January 2011.

Mr. Severino chairs the board of Convergences 2015, a think-tank aimed at bringing together European stakeholders on social business, public-private sector partnership, and Millennium Development Goal work. He is a senior fellow of the German Marshall Fund and of the Foundation for International Development Study and Research (FERDI). He also chairs the board of the Critical Ecosystem Partnership Fund and is a member of the board of the Sanofi Foundation and the Chirac Foundation.

Mr. Severino graduated from Ecole Supérieure de Commerce de Paris (1978) and Institut d’Etudes Politiques de Paris (1980) before entering the Ecole Nationale Administration (1984). He holds a degree in Law (Paris II, 1978) and a Master of Sciences in Economics (Paris IX Dauphine, 1979).

ACHIEVEMENT / What is your project, initiative, startup, company all about?

We are an impact investment fund created in 2002 and dedicated to Sub-Saharan SMEs within a view to support a sustainable and responsible private sector in Africa. Our mission is to provide starting up or developing businesses with capital, technical and strategic expertise. We endeavor to be a committed partner to our investee companies. Therefore, we implement the necessary financial tools for them to reinforce their capacities and achieve a sustainable and impactful growth.

LOCATION / In which city, country, part of the world do you conduct your activities?

The Investisseurs & Partenaires staff is located in Paris and in 6 offices in Africa: Abidjan, Accra, Antananarivo, Dakar, Douala and Ouagadougou. The fund invested in about fifteen countries in Sub-Saharan Africa and Indian Ocean, Benin, Burkina-Faso, Cameroun, Ivory Coast, Mali and Madagascar.

IMPACT / What is the positive economic, social, political, environmental… of the activity, project, initiative, startup, company?

Economic impact: create jobs, contribute to create sectors of production and local distribution, generate taxes and allow public expenditure in countries where we are investing and act as catalytic financiers.

ESG impacts: struggle against the climate change and reduce our carbon footprint, act for the concept of decent work and promote an universal health coverage, increase the bureaucracy of portfolio companies and fight against corruption.

Petition: Support the awareness on the reality of the African growth, the emergence of a new generation of African entrepreneurs and the perspectives given by private equity funds in Africa.
